Buying in the centre, the Vieux-Port and Santa Lucia, Saint-Raphaël
The centre of Saint-Raphaël follows the seafront, from the Vieux-Port, at the foot of the basilica, to the harbour of Santa Lucia: Belle Époque buildings, residences from the 1960s to the present day, sea-view apartments, the TGV station on foot, in a town that lives all year round. Home Select searches there for the buyer alone, off-market included, checks every building before the offer and negotiates through to completion.

01Neighbourhood
Living in the centre, the Vieux-Port and Santa Lucia
Daily life in the centre is lived on foot: the morning market on Place Victor-Hugo, the fishermen selling their catch on the quay of the Vieux-Port, then the Promenade René-Coty, along the sandy Veillat beach, with views of the islets of the Lion de Terre and the Lion de Mer. Further east lies the harbour of Santa Lucia, where the coastal path sets off towards Boulouris. Set back from the sea, the Romanesque church of San Rafeu, the oldest in the town, recalls the village that came before the resort.
The Saint-Raphaël-Valescure station, right in the centre, puts Paris about 4 hours 40 minutes away by direct TGV; coastal trains serve Fréjus, Agay and Cannes, and Nice airport is an hour’s drive. One can live here without a car. The downside is summer: a crowded seafront and beaches, late terraces, scarce parking. In winter, the town keeps its shops and its residents: that is the face to judge.

The buildings and what sells in the centre, the Vieux-Port and Santa Lucia
Today’s centre was born of the seaside resort championed by Félix Martin, mayor from 1878 to 1895. From that period date the neo-Byzantine basilica of Notre-Dame-de-la-Victoire, built from 1883 to 1887 in the pink stone of the Estérel, then the Belle Époque buildings of the seafront and neighbouring streets: high ceilings, balconies, tall windows. The town centre and its faubourgs form a protected heritage area, a site patrimonial remarquable: façades, joinery and roofs can only be altered with the opinion of the Architecte des Bâtiments de France, the State heritage architect.
The 1960s and 1970s added residences with terraces along the seafront, and Santa Lucia lines its harbour with residences from the 1960s to the present day. Supply runs from the studio to the large family apartment, from the clear front-line view to the glimpse of sea between two buildings; the top floor with a terrace facing the sea remains the most sought after, and the rarest. Town houses and villas with gardens are the exception: property in the centre and in Santa Lucia is an apartment market.
Streets and micro-sectors
- 01
The Vieux-Port, at the foot of the basilica
The heart of the resort, in the town where Bonaparte landed on his return from Egypt in 1799: the fishermen’s quay, the basilica above, the café terraces. The buildings overlooking the harbour offer apartments with views of the boats and the sea, the station a few minutes away: the address for those who want to do everything on foot. The trap: the bustle of the quays on summer evenings, to be heard at real hours during the video pre-viewing.
- 02
The Promenade René-Coty and Veillat beach
In the heart of town, the Promenade René-Coty runs along the sandy beach of the centre, with views of the islets of the Lion de Terre and the Lion de Mer. On the front line, the upper floors look straight out to sea: this is where the sea-view apartment in the town centre is sought, up to the top floor on the seafront. The trap: the summer crowds, and residences whose voted works must be read before the view.
- 03
The old quarter, around the church of San Rafeu
Set back from the seafront, around the Romanesque church of San Rafeu and the shopping streets, the old quarter mixes old and Belle Époque buildings and, more rarely, a town house. Few sea views, but the market, station, schools and shops within a few minutes: the entry point to the area for a pied-à-terre or a year-round life. The trap: buildings without a lift, façades in need of work, and the protected area, which regulates exterior works.
- 04
The harbour of Santa Lucia and its residences
East of the centre, the marina of Santa Lucia, the largest in the commune, is lined with residences from the 1960s to the present day, with terraces over the harbour or the sea. An apartment in Santa Lucia appeals to sailors and to those who want a second home that is simple to lock up. The trap: a view that depends on the building and the floor, harbour noise in season, and a coastal strip that is also a protected heritage area.

How Home Select hunts in the centre, the Vieux-Port and Santa Lucia?
Home Select searches in the centre, the Vieux-Port and Santa Lucia remotely, from its management, with a brief set by video call or telephone: the view required, floor, lift, orientation, terrace, parking, tolerance for summer noise. Home Select receives more than 100 off-market properties every day from its network of 15,000 partners and monitors 1,700 listing sites: in this liquid market, the task is to sort, and to see the right one before others do. Each property is qualified from the documents, then seen in a video pre-viewing led by Home Select with the seller’s agent.
Before the offer, Home Select reads the building before the floor: minutes of the last three general meetings, maintenance log, works voted, works fund, actual service charges, then the co-ownership rules, diagnostics, risk report, parking attached to the unit and, in the protected area, what may change on the façade. The price is set against comparable DVF sales in the commune; have the works costed before the offer. You come only for the decisive viewings, grouped into a single trip; then Home Select negotiates for the buyer alone, secures the purchase and coordinates the notary through to completion.
Three finder’s reflexes in the centre, the Vieux-Port and Santa Lucia
- 01 Read the minutes before the view
On the seafront, residences from the 1960s and 1970s age under the sea spray. Before becoming attached to a view, ask for the minutes of the last three general meetings, the maintenance log, the works fund and the quotes under discussion: façade renovation, waterproofing, lift. Have what remains to be voted costed, and settle in the preliminary contract who will pay for works already voted.
- 02 Check the parking on the title deed
In the centre as around the harbour, parking is scarce, even more so in summer. A space or a garage is checked on the title deed and in the co-ownership rules: a private unit or a mere right of use, location, access. A space rented by the year is not a space bought. Have the access filmed during the video pre-viewing, and count its absence in the negotiation.
- 03 Look at what lives below the windows
The centre lives loudly in summer: terraces, the promenade, morning deliveries, lively quays in the evening. An apartment that is quiet in winter may be much less so in season. Have the video pre-viewing filmed with the windows open, check the orientation of the bedrooms and what occupies the ground floor: bar, restaurant, shop. The co-ownership rules state which activities those premises may host.

Frequently asked questions
Buying in the centre, the Vieux-Port and Santa Lucia: your questions
How much does a property cost in the centre, the Vieux-Port and Santa Lucia?
In Saint-Raphaël, the median for apartments stands over the 12 months to end of June 2026, according to DVF data, at €4,800 per m², stable over one year and up 10% since June 2022; most sales fall between €2,800 and €7,100 per m². Home Select does not publish prices by district: the DVF record covers the whole commune. In the centre and Santa Lucia, the heart of the apartment market, a clear front-line sea view sits in the upper part of the range, an apartment without a view in the old quarter rather below the median.
What types of property are found in the centre, the Vieux-Port and Santa Lucia?
Mostly apartments: in a Belle Époque building, with period proportions, in the centre and around the Vieux-Port; in a 1960s or 1970s residence on the seafront, with a terrace and a view; in a more recent residence, in Santa Lucia in particular. Town houses and villas with gardens remain rare. An apartment on the Vieux-Port or in Santa Lucia is simple to close up in winter and easy to manage from a distance.
Are the centre, the Vieux-Port and Santa Lucia suitable for a family?
Yes, for a family that prefers the town on foot to a garden: schools and shops nearby, Veillat beach a few minutes away, the station and buses for journeys. Target the larger apartments, rarer on the market than two-room ones, and accept the summer bustle; for a garden, Valescure and Boulouris are better suited. School catchment areas change from one street to the next: Home Select checks the catchment of the address before the offer.
What rules govern works in the centre, the Vieux-Port and Santa Lucia?
The town centre and its faubourgs, like the coastal strip of Santa Lucia, are classified as sites patrimoniaux remarquables, protected heritage areas: windows, shutters, terrace, roof or façade only change with the opinion of the Architecte des Bâtiments de France. In a co-owned building, enclosing a balcony, fitting air conditioning on the façade or opening up a window also requires the approval of the general meeting. Home Select checks before the offer what the rules and the protected area allow, and whether past works were authorised.
How long does it take to buy in the centre, the Vieux-Port and Santa Lucia, and are there off-market properties?
This is the most liquid market in town, but the apartment that combines view, floor and a sound co-ownership comes up less often than one might think: the timing follows how precise the brief is. Home Select keeps to the timetable: brief in winter, video pre-viewings in spring, a single trip for the decisive viewings, in May-June or in the autumn. Top floors and large apartments also sell off-market, through networks. For projects of €2 million and above, the Confidential Offer presents off-market properties only.
